Job Title: Health & Safety Compliance Manager – Corporate Estate
Location: London
Contract Duration: 6 Months
Job Purpose:
This role is responsible for developing and implementing policies and procedures related to Safe Systems of Working, Compliance Management, and Health & Safety (H&S) for the corporate estate, covering a range of building types. As the Council’s Responsible Person for compliance, including Water and Asbestos Management, you will oversee key personnel involved in service delivery. The role also entails managing the operational aspects of Hard FM service contracts, ensuring statutory compliance, and leading the development and delivery of training, reporting, and audit systems.
Key Responsibilities:
- Compliance Management: Lead the development and implementation of policies to ensure compliance with H&S legislation and statutory requirements for corporate buildings.
- Responsible Person: Act as the Responsible Person for water and asbestos management and oversee the appointment of Responsible Persons and Authorised Engineers for other services.
- Operational Oversight: Manage operational elements of Hard FM services, ensuring full compliance with contractual and statutory requirements. Act as the escalation point for H&S and compliance issues, ensuring prompt resolution and clear communication.
- Training: Develop and implement a comprehensive training program for senior management, duty holders, premises controllers, and contractors to ensure safe systems of working are followed.
- Reporting & Auditing: Monitor and report on compliance performance, operational risks, incidents, and data across the estate. Provide regular management reports on H&S and compliance performance to senior leadership.
- System Management: Oversee the management of electronic site log books and the e-permit system to ensure accurate record-keeping and compliance tracking.
- Collaboration: Work closely with Corporate Health & Safety and other departments to align policies and procedures, ensuring effective implementation and compliance across the estate.
- Risk Management: Conduct risk assessments and ensure the timely identification and mitigation of potential H&S risks. Support the development of asset management strategies and manage risk-related assessments for all buildings.
- Legislation Compliance: Stay up-to-date with changes in legislation affecting H&S and compliance, ensuring that service providers implement necessary changes to remain compliant.
- Inspection & Evaluation: Support regular inspections and assessments of facilities, creating action plans to address any issues or compliance failures.
Skills & Experience:
- Proven experience in Health & Safety and Compliance Management within facilities or estate management.
- Strong knowledge of legislation such as Water and Asbestos Management, COSHH, H&S, and Statutory Compliance.
- Leadership experience in managing teams and contractors, ensuring adherence to compliance and H&S standards.
